Wigan chairman Dave Whelan says the approach from Liverpool came on Thursday, a day after Dalglish was fired following the club's disappointing season in which it finished eighth in the Premier League.
Whelan told British broadcaster Sky Sports that "I gave him permission and he will be talking to them soon. I don't know when."
Whelan says he told Martinez that Liverpool currently doesn't "have a heart" and is in a "disturbing" situation.
The 38-year-old Spaniard has been in charge of Wigan since 2009.
